I have huge calves that are extremely disproportionate to my body how do i fix this?

i have tried numerous well known diet plans such as south beach and Atkins but they seem to target weight loss in the stomach area but that's not my problem i have a 24 inch waist i am 5'4" i weigh 145 lbs. and i am 16 yrs old and i have 16" calves!! it might not seem that my calves are huge but i am extremely disproportionate!! i have tried tons of different exercises like cardio (i did a lot of biking at low resistance levels and a lot of elliptical), yoga, pilates, weight training and nothing helped i have also tried jogging for long periods of time because i heard that would help but they got bigger!! both of my parents are certified personal trainers and don't know how to help me. i recently went back to school shopping and found that no jeans would fit me (even bell bottoms) because they were so tight in my calves. PLEASE please help me. I also consulted a doctor on this and he said that he didn't know what to tell me
