Why do people go on about how an accident like fukushima can happen anywhere?

I didn't reallise the whole world was as tectonically active as a few spots where plates meet, unless I'm very mistaken. I mean come on there would never be a high magnitude groundquake in England. Or France. And yet people are intent on saying that it can and will happen? What is up wih people slandering what they are afraid of?
