Lazlo's Chinese Relativity Axiom: Who is Lazlo?

I've heard of Lazlo's Chinese Relativity Axiom (No matter how great your triumphs or how tragic your defeats, approximately one billion Chinese couldn't care less.) in multiple places, but I cannot figure out who Lazlo is. Is he a philosopher or psycologist of some kind? What is his first name? Any help would be greatly appreciated.
